Default Leaky Thru-Hull

My exhaust exits through the transom via flangless mufflers. There are plastic rings around the mufflers that screw into to transom but no gaskets that I can see. Doesn't look like a tight fit at all. What's the best way to fix this? Caulk? Thanks.

I bought my flange gaskets from stainless marine in Florida.
