I think Essex has a town dock and you can walk around and shop. Old Saybrook not sure of? Not sure where you are from, but you can lanch in Wethersfield or Rocky Hill. Wethersfield has a cove so no river currents but Rocky Hill is a much nicer ramp.

Essex does have a public dock.....right next to the CT river museum. The only place to dock in Saybrook is at Dock and Dine at the mouth of the river.....it's not the easiest place to dock however....much better during the week that weekend, and only dock if tide is up. Personally, I'd stick to Essex...nice old town, shopping, couple places to eat, scenic etc. IMO.
