hub change, merc prop?

Can the steel hubs on a prop by changed to plastic (torq flow 2 or similar) hubs?

Are any special tools needed?

The prop in question is a Mercury Mirage Plus.

Not sure where the Mirage plus came from, but it has a steel hub. Can this b replaced with a plastic or torq flo 2 style hub?
