My Second Trip Out, Dissapointed and Need Help 26 Cat

Fixed some gremlins like the tabs and headed back out.
Found some bad stuff I could use some advise with.
First, the boat tends to do what I would call blowing out and I think the prop that came on the boat may be way off. My tach isn't working. It is one of the things I trouble shooted today so I can't give rpm numbers. Apparently my msd is not compatible with the fariah tach so I need some type of adapter.....anyways, tell ya what I can, I did have my handheld gps so I do know speeds. First, I'm at about 3/4 throttle at 36-40 mph. rpms sound like they're getting up there. From that speed any more throttle and the prop loses traction, rpms fly, and the boat loses speed. Also, brisk throttle at lower speeds can have a tendancy to blow it out as well. When it does blow out I literally have to back down almost off plane for it to grab again. I have tried various trim and tab settings and it cured nothing. The boat has the prop that I bought with it. It is a 25p trophy plus. I'm hoping this is the problem to the terrible speed and the prop blowing out. You guys would know better than I, I'm anxious to hear what you guys think....I'm hoping it's not going to trace back to some other much larger problem.
OF NOTE: Ateco engines just rebuilt the engine, runs great....he thinks it's making 550-600 horse. The boat has a bravo with a 1.5 ratio and a 3 inch spacer added to the lower.
The second problem is equally disturbing. The steering has ALOT of slop. It's kinda like riding a bucking bronco.....well not that bad but you get the idea. It absolutely will not hold a line and will weave quite a bit. It would definately be dangerous at higher speeds. The boat is full hydraulic to the wheel. Though I have no experience with boats I'm very handy with vehicles in general and am learning as I go here. My instinct tells me air in the line and to bleed it. Is this the issue? Can you bleed these?
Also curious. I took of the covers underdeck that seperate the front of the cabin and the very very front of the boat under the tip of the sponsons. I coudln't believe it. I found three heavy sandbags up there in each sponson for a total of six. I didn't remove em but man..... the boat is not the best planing in the first place. I can't imagine without them there?!?! You guys do this? Is it normal?

you need to try a bravo 1 prop maby around a 28 to get a baseline mine planed like poop untill I went to a bravo 1 took forever for the thing to roll over now it just jumps up on plane the front doesn't even lift

well, regarding the slop in the wheel. When I turn the wheel it moves quite a bit........and the drive doesn't budge an inch. so it's not the gimbal........ leading me to think air in the lines. that would cause this right?

man....you guys are good. I knew someone would pick up on it. Ya, that's the boat. I just have no use for it. I actually want to keep it but I just don't know what the heck to do with it. It's a damn shame to, I really really like the boat. It's probably only a couple props and a weeks worth of time from being able to see what it can do, not to mention being turnkey reliable boat. I have to fly back to Cali in a week or two, hopefully to take delivery of my 29 canopy arneson boat and had to make a quick decision on wether to throw this thing into storage for a long time or put her up. And seing as How I'd have my new one as my run around I just don't need another speed boat. I was actually planning on keepingit but I guess I knew deep down it wouldn't be getting used but a few weeks out the year. Someone else would enjoy it much more and I hope it finds a good home and someone to take good care of it. 
And ya, one of the previous owners to the best of my research was friends with "jim" of awesome and I think played some games to save some dough. To the best of my knowledge this is an 01 up hull. It's actually kind of a good scenario for insurance and such. I'm sure you guys have read the ad. It will be a hell of a deal for someone. I've actually had a TON of interest......most people all know exactly what it is.

And ya, one of the previous owners to the best of my research was friends with "jim" of awesome and I think played some games to save some dough. To the best of my knowledge this is an 01 up hull. It's actually kind of a good scenario for insurance and such. I'm sure you guys have read the ad. It will be a hell of a deal for someone.
