thinking of buying a 31 cat but it titled as a 27 numbers match its a 2003, with a tape it measures 30.9 feet are these good boat or is this a bad year to buy has a blown up motor can get it for a steal it seems any info neg or postive would be great

More information is required. For starters, what is the Hull Identification Number? What state is the boat located?
