Default Holley Carb Tuning

HI HUYS-looking for advice on carb adjustment for a holley 2300 500 cfm(new).i have a 4.3 v6 in a sweet 16-old carb was worn out-bought a new on that has 72 main jets-old one had 64-i added a 1inch spacer thinking it would work with the larger jets-i double checked float setting(set to specs and it is a side adjustment not a center one with adjusting screw)runs well till last 1/8 th of throttle is opened up and then it surges and seems like its starving for fuel?it used to run at 48-4900 rpm at full throttle-now it gets to 4200 and starts falling flat and surging-fuel preasure is a mechanical pump-check out ok.should i increase /adjust float or try to go up on the jets-thanks for your help-

did you adjust while it was running in the water? i would check the plugs before you change jets..run it up to speed in the middle of the lake with no one around you and turn the key off...pull spark plug and check it for ?? should be toasty brown..wouldn't hurt to give i a little more float level for diagnostic purpose..
