Default A Loss Of 1300 Rpm?

Where did it go? I had a 540 Big Chevy in my Sonic 3yrs ago & it ran up to 4900/5000 rpm.I blew a head gasket from a cracked riser & it sat in my garage for 3 yrs & I ran a little 454 for a great 3yrs! Now the motor is back together with a different cam but very similar to the last one & a single plain intake instead of the dual plain & now the motor will only go to 3700 rpm? The prop.carb, heads & exhaust are all the same! Could it really be the intake?Hard to believe!
