Default can't get over 3000 rpms on starboard motor

1989 37' baja with twin 572's, star motor won't idle smooth and dies when put in gear. It revs up nice to 6000 easily under no load at idle. Put both motors in forward and it cruises fine up to3000 rpms at half throttle, port side throttle will push the boat faster with more throtle, but star throttle does nothing when pushed further, don't hear any popping or missing, just feels like it is out of gas to make the motor go faster. Sounds like a fuel issue?
anyone have any ideas? not enough fuel getting to the carb? bowl floats too high/low. What should I look for? It does have msd ignition

It sounds like a compression test is in order. I presume you already looked at the fuel/water seperator and it was full of pure fuel, little water.

Maybe a plugged pickup in the fuel tank, Clogged vent tube on tanks, anti-siphon ball malfunction, too small of lines feeding the pump, weak fuel pump, etc. You got fuel PSI gauges? Im having a similiar issue.
