98 454 Efi Rpm Question

Hello,
I am wondering what is the RPM range for a 98 efi 454 mag motor.
I had this boat out today ad the RPMs seems a bit low but not really sure cause I dont know alot about these EFI Motors.
Boat 93 Sea ray 240 open bow
98 454 mag EFI motor, Bravo 1
Through the hull exhaust
I was hitting 69 on GPS at 4700 RPM trimming it out. Prop is a 19 P bravo SS . I was hoping to get my friends boat into the 75 MPH range. Is this it for EFI motors as far as RPM ? Or is there more ?
Does this EFI motor need to be chipped or programmed ??

4600-5000rpms is the recommended WOT range.
The rest of your numbers don't make sense though. A 19" prop won't run 69mph at 4700rpms unless its got some crazy high/wrong gears in the drive, which I doubt.
A boat like that should have 1.5 gears in the drive.

Yea maybee they dont, Im not really sure. Im just going off of what I had available to me. Maybee the TACH is off or his GPS, Its his tom tom from his car. Never the less just trying to get an Idea on the RPMs , Cause My BBC carbed motors seem to run a bit hotter , more RPMs . I dont know if this is a roller motor or not . He got this motor used and yes it is a factory mercury motor.
Without trimming up the motor RPMs were at 4500 thats it,I check the throttle body its wide open.
I agree somthing is not right, But just tring to get an idea of wich way to go next.
I dont have any fancy tools to plug into this motor to see what the real RPMs are.
The only thing I can tell you is just on throttle out of gear RPMs are great
