Default vapor locking 29 OL?

So my buddy Rusty Jug put his boat in for the 1st time this year. It's a 99' with a pair of 310's in it. Had the oil changed and new fuel seps put on last month and only trailer started.
He comes from Pier 31 to my house Friday nite (the 45mm) and has no problems. We take the boat back to Pier 31 Sat morning, because he forgot his contacts, and we went in to have a drink for about 45 minutes.
Come back out, fire #1 and then we go to fire #2 and it act like it's out of gas. #1 is running. It would hit, we'd run the rpms' up and it was real rough, then it would shut down.
We pulled the fuel sep on #2, it had barely an inch of fuel. Put a new, full of fuel, sep back on and bingo, no problem. We ran the boat for 2 hours without any problem.

Is this what vapor locking is? How do you prevent this in the future?

And numbnuts from the other place, if you read this, don't ban RJ for hanging with such a prick like me. I'm trying to help someone, not build up ego up.

Sounds like vapor lock. You can add the Merc vapor lock kits they are about $300 a crack. It will solve the problem.
