Default California catalictic converter motors

Have a CA customer wanting a new 2011 wakeboard boat that I have in stock. Has a non cat PCM,as the smaller builders got a pass till 2011 except for CA.Can I register the boat in AL and then can he register it in CA as a used boat?Or any other ideas.or should I just forget it?

Not sure on a boat, but I do know you can NOT do that with a car. Its hard to get away with anything in california.
