My reading between the lines leads me to my hypothesis about why there is no real solution being sought to this or combating drugs in this country. My hypothesis:
There are waaaaaay too many peope in this country deriving their income off these "problems". And I'm not talking about the illegal side of the equation but about the administration/enforcement side. Think about it - if you were in a nice plush goverment office building in DC with a title that is over 5 words long and bringing down a serious 6-figure income, what incentive is there for you to basically work yourself out of a job? And what about all the folks in the food chain that are putting food on the table and kids through college? That's an awful lot of folks that would be unemployed should the "problems" suddenly be solved in....oh.....let's say.....2 years.
