Default Battery mess

i have 4 batteries with bat. charger, bat. switch, sub., ext. all tied in to a jumbled up mess. so i was thinking of clean things up by installing a bus to take all my connections to. LEGALLY what is required? i have been told that if batteries are located in the engine compartment they need to have insulation covers over the terminals. is this true? and would a bus require the same? if so, what kind? would something like a rubber flap be sufficient?

I was told the terminals had to be covered because of arcing.
You can check at www.uscg.mil for more info.
If you go the buss route get the stainless steel lugs, the copper ones fall apart.

My DCB does not have covers on the terminals, and I have passed inspections. I am not sure what the actual law states.
