Gelcoat buffing/sanding question

Question for the experts. The deck of my boat needs a little work. Its hard to explain its condition. After a nice wax, it the surface looks flat and shiny, however, when you look deeper into the finish, it looks chalky underneath it, if that makes any sense. So if you look at the deck from a angle, it looks good. But if you stood on the deck, and look directly down into the finish, you see the chalkyness, or maybe its a combination of dirt, oxidation, etc, under the finish.
So, would a heavy compound or wet sanding then buffing bring back that deep luster?

Looks like i might have to start sanding! Might as well do the fairing too. That was painted, and does show some orange peel.
so wetsand with 1000 then buff? or 1000, then 1500, then buff? Thanks!

You could read the wax bottles on the shelf next to the boat in the reflection when I was done. Results were spectacular, so it was worth it. Are you sure there's enough winter left to tackle that 38!??!
