What about something like POR-15. It's a brush on self leveling paint. Some guys use it on their out drives. My brother in law uses it on his hot rod projects. I see your in NY. Depending on where, I had my steel trailer sand-blasted and painted with Imron for $600.00.

Alkyds have no UV and will end up chalking.
There are many good epoxies, ICI, Devoe, International.
These are industrial epoxies that can be reduced and brushed on with good results if you cannot spray them.
It is a good idea to give it a minimum of two coats of epoxy.
I would top coat it with a 2 part urethane, same manufacturer for both the epoxy and top coat for maximum performance.
If you want the urethane in a specific colour and the paint store says they can tint your colour to match, do not let them tint it out of a clear base, it will not cover and you will 5 times the coats to cover as opposed to a factory pack colour
Good luck.

PPG makes an industrial epoxy that flows easily and is very durable...we've used it on all kinds of metals with good success....it is actually a biotch to sand once cured...i guess it all depends on your prep work....

Stay away from S.W. enamel, its old technology and wont hold up. You can spray POR-15 if you thin it down enough with a virgin laquer thinner. Its very durable and stops the rust. I would recommend thinning it down alittle anyway so you dont see your brush strokes. Imron is good but not made for brushing and is also 25 year old tech. I would also recommend rolling as much as you can it may flow out better in the end.
