Yes it is...it was a matched set. But I believe IMCO doesnt make their own, its re-branded Char-Lynn...

most of them are char-lynn EATON...but u can buy them new on e-bay for 250 ! so the 650 is a lot

That there IS a good deal, used but still a pretty good deal.
I too just bought a new fixed polished w/o helm for a few hundred.

Ok, there's basically 3 things. The Wheel, the tilt helm and the hydraulic unit. There is no way you can find those 3 things for the prices you are quoting.
