High Fuel Pressure - Carb'd BBC

Is it possible for a fuel pump to overpower a fuel pressure regulator? I bought a set of mechanical BG fuel pumps and regulators from a fellow OSO'er. The pumps are 1/2" NPT. I can't adjust the pressure down to anything below 12PSI. The gauge is mounted right on the "P" port of the regulator. If I screw the adjustment in all the way, goes to 15 psi! So I know the regulators are trying to do something. Both engines do the exact same thing. Trying to decide what to do next. My target is 6.5psi.

No bypass. According to the regulator, there was just an In/Out/and a "P" port for what I thought was a pressure gauge. I think the "P" was actually an "R" for return. I ordered a pair of 110GPH pumps for it, shouldn't need a regulator, and easier plumbing fix. I hope this was the right way to tackle the problem.
