The brown is the sugars from the wood releasing due to being constantly wet.
Your other choices are Starboard or Starboard lite.
Whatever you use You need something that will hold staples well.
On Gunnel side cushions, etc. most builders today are using a product similar to Starboard lite but it has a hard foam core base with slick outsides.
You can even bend it over a form using heat strips & heat gun.
I advise using seating foams with anti fungal properties to avoid "The Pinks" in all exterior seating & cushions.

You could use Marinetech engineered panels as it will not rot or decay, but if it is in a wet upholstered area it will overtime weep brown water.
