Default Freeze plugs on gil manifolds

I have a set of gil manifolds that came with my boat with no power. I was running some water through them with a hose to check for leaks. One manifold has what looks like freeze plugs and has mercruiser on it. The other does not have freeze plugs and only has gil emblem on it. The one with the plugs started to leak out of some of the plugs when I blocked the exit for the water and the pressure from the faucet was applied? Is this a problem? Did I screw them up? Are the plugs going to leak under normal water pressure when the motor is running? Can they be re-sealed? Any help would be appreciated.

Default fixx

most likely rotted out freeze plugs,,you can remove them and seal and install new ones or do ehat i did and weld the holes closed and smooth out the manifold to match the other one..

From the outside, the freeze plugs look good. Maybe they are rotted on the inside, but it looks more like the water is leaking along the edges of the freeze plugs. Can I just have someone weld the current freeze plugs in? Where can I get new freeze plugs and sealer? It looks like there is a philips recess in the plug. Is this how you remove them? I'm not sure I could unscrew the plug without striping out the recess?

I took one of the plugs out by unscrewing it with a punch and hammer. The plugs themselves look to be in good shape and made of the same material (Aluminum) as the manifold. I was told by someone at CP performance that they were stainless, but they seem like aluminum to me. Also they had an o-ring to seal them. I think this is where the water was coming through. Can I just use these as plugs? Maybe grind down the lip so the lip is flush with the threads, then screw them back in and have someone weld them from there? I have added some pics
