Could be the slave solenoid too, up on the top of the engine in the electrical box. Mine went, and behaved exactly like you're describing.
Jump the slave, and you'll see. Especially if your starter is new-ish.
If you take the solenoid apart, just clean everything that's copper (disc, and contacts) and you'll be good to go. Or replace for $30 or so.
