I am plugging a couple holes and want to do this right. It appears that scarfing is nothing more than opening up the hole around the edges so the fiberglass has more to "bite to" as compared to a butt joint, correct?

If so then I assume a scarf ratio is the amount of scarfing you should do for a particular sized hole? In other words, if you wanted a 8:1 scarf ratio then on a 8" hole you should scarf back 1"?

The scarf ratio is based on the thickness of just skin of fiberglass being repaired. In your cans just the outer skin of the transom. I think for epoxy its something like 20:1 and poly is in the ten to fifteen to one range (Steve1 a little help here ). In other words for a quarter inch of fiberglass you need to taper back the repair area two and a half to three inches for a ten or fifteen to one ratio.
