Question Drilling vessel voltage level: Choose between 11kV and 6.6kV?

I am very eager to know how we gonna choose the voltage level during designing a drilling vessel power system, when to choose 11kV, when to choose 6.6kV? And how it will influence the design and also the Capital Cost in what way?
