torsion axle issue????

torsion axle issue????
Tonight i pulled my 28 heat home on a triple axle nordic trailer. When i was backing it in the shed i noticed the center wheel on the passenger tire was stuck in the up position, about 6" off the ground. I didn't have time to mess with it tonight but it has me curious what it is. I will be looking into it in the morning as i was planning on a 2 hour trip tomorrow. Anyone have any ideas? TIA
