Default Bravo 1 steering shaft replacment?

I have a leak comming from the steering shaft. I plan on pulling the motor so i can remove the y-pipe since i am running lighting headers and removed the silent choice.
There isnt much play in the drive so i think the gimbal ring is ok and it is just the seal, so im goinging to replace the shaft with a stainless shaft from jrmarine and replace bushings and seal.
My question is can i remove the gimbal ring from inside the boat with out removing the transom assy from the transom?
Second i have a single ram hydraulic steering. so does the steering lever have to be put back on? i would think so to get proper adjustment on gimbal ring.
Im gonna do gimbal bearing and bellows while im at it.

Also what is the best way to seal y-pipe block off plate so it dosent leak?
