Prop for peak HP or Torque

I just rebuilt my motor and my 28 Bravo 1 looks like it's going to be a little small. I still need to finish tuning the carb and final timing, but I'm already running 5600 with a full tank and 4 adults. My question is, do I select a prop that will get my motor to run at peak HP or at peak torque or somewhere else? I'm confident that when I have every thing rung out I will be hitting the 6k rev limiter pretty hard. I have a Velocity 280 that runs pretty light in the stern so I don't want a Hydro-Motive. My current speed is 86 with a 1.5 B1 outdrive.

So far things look to be working well and hooking up well with 11% slip.
To answer your question, in my opinion, prop through the torq and just to/before the max HP.
