Question Fountain sea strainers

Anybody know what function the seemingly extra sea strainer openings are for?The transom scoop supply water to the strainer,but there is an extra hose from the strainer going to the side of the boat down low.

Is there a pressure relief valve on it? If not, there may be an orifice somewhere in that line that helps control the pressure and keeps it from climbing too high at high speeds.

Thanks;Can't see any relief valve unless it's internal.Your opinion seems to be the consensus as this opening is high on the strainer.

On my setup i was told it for pressure relief. At low speeds (idle/no wake) it actually sucks water into the top of the strainer.
