i have a velocity with painted graphics can a wrap be put on over the graphics, or would i need to sand them off

If they are painted on and you can feel the edge you will still be able to feel thru the wrap...color should be blocked out but edge will be there....if they are just sprayed on you can water sand just the edges down for a smoother finish...
