soft area in floor - 25 OL

On my 25 OL I noticed in between the two bolster seats there is a soft area above (as if your looking towards the bow) the circle access panel for the fuel pump (?). The spot is under that bigger square panel that is screwed down. What is that? Does it unscrew and lift up easy enough for further inspection?
Everything is solid except for between that circle panel and up to where the square panel edge butts up to the rest of the floor and continues on into the cabin.

The balsa coring has rotted, or delaminated in that area. The bolster leg holes, or screws holding the fuel tank lid may not have been sealed right and caused rot in the balsa or the balsa is no longer attached to the upper surface. The inspection plate between the bolsters is where you check the fill hose clamps and are the access to remove the bolster frames. Get this repaired this winter before the gelcoat breaks and it becomes a "cosmetic" repair also.
