Default Dry exhaust 1/3 restricted from factory??

Dry exhaust 509 charged,, standing looking at the transom, right side pipe.. shine a flash light in there and i see a piece of metal with a clean weld, all the way in and right befor the elbow looking in there,, it blocks off 1/3 of the whole pipe.. the left side is free and clear of this soo why this on the right side ONLY??

its a way of forcing the water into the other side, for some reason merc motors seem to favor one side..

Even tho it's dry exhaust? Seems like its just obstructing exhaust flow.

is their a o2 bung in that area of the pipe..the tab would keep the water out of the o2 bung or sensor thats in that area..Btw that cant be completely dry,,theit has to be a tiny bit of water going through them unless its a race boat..got to keep the pipes cool to a point..
