Question water dump in tail pipes

Hey guys playing with water psi, and took the rubber hoses off my cmi big tubes and where it dumps in to tail pipe there is a plate there in side the tail pipes with mabe only 1/4" gap all around the od of the hole for water to dump in to tail pipes is that normal?

yes that is normal. they are dry pipes so the water does not go into the inner exhaust pipe until the end of the pipe. until then the water fills the space between the inner pipe and outer pipe.

Yes, and you definitely need dry tails for your motor.
