On the West Coast, October is a fine time to take to the ocean. It's usually calm that month and the winter storms have not started.

Are the conditions—generally speaking—similar on the East Coast that month?

No, nor easter's are common, similar to hurricanes, usually the windiest time of year. The perfect storm that killed the Gloucester fisherman was in October '91
