Need trailer Manufacturer near Lake Powell thatcan build a high quality trailer for a 40' Formula. Ideas please,I have no contacts that far away

Is it true that surge brakes are illegal in California on large trailers?They have to be electric over hydraulic? I'm getting conflicting opinions.

MetalCraft Trailer in SLC does very nice stuff and alot for Powell clients.
