Can non-skid be wet sanded?

Can non-skid be wet sanded?
I have acquired a 1987 Wellcraft Antigua that the gelcoat on the deck is sun faded and chalky. My 1st thought was wet sanding but most of the deck is covered in non-skid. Can non skid be sanded?

soft scrub and a tire brush works pretty good for cleaning and brightening up non skid, i use the stuff with bleach.
