Default Bilge pump question

My port pump on my 29' Fountain come on when it senses water but does not pump the water out and therefore does not shut off. Once I suck out the offending water the pump shuts off. I have twin smallblocks and it looks like a person would need 5 foot long double-jointed arms to get at the pump. Would I be correct in assuming the pump is shot? Any constructive ideas on how to solve this? It looks like if both inside exhaust manifolds were removed and one laid over the engine one might be able to get at the pump... Why would the pump run (nice wirling sound) but not function? HELP!

If they're Lovette's I believe they're belt driven. Could very well be the belt gone. I don't know if you'll have any luck finding parts for them though. I tried to order two new ones a year ago and I think they're out of business.
