also do the advantages have a pad

Not sure about the 25, but the Victory 28 does have a pad. The 32 Victory does not.

Assuming an open bow, should max out right around 60, maybe a couple mph less. I don't think the 25 has a pad, my 27 doesn't and the hull designs are almost identical.
