Filling transom holes

I have a lot of holes in the transom I need to fill. 18 or so holes which I think are 3/4" diameter. Is this as simple as cleaning the holes, filling the holes with resin, coating a wood pin in resin and stuffing in, then touching up the gel coat? What is the best resin/hardner to use? The project is remove outboard bracket, and install new one. The bolt holes are not the same so I have to fill the transom and start new. Any advice while I begin to tackle this?

All i did when i filled my through hulls for my steering was coat hardwood dowel rod with a good wood glue and left them a half inch short and split the difference.1/4 on both sides and filled the remainder with Dynahair Marine long strand fiberglass filler by 3M i picked up from autozone.sanded it out and used a glaze before painting the ransom with PPG Concept.turned out flawless.
