Depends on what year, some of the 9.9s where essentially the same as the 15s OMCs. So you can take a 15hp carb and put it on a 9.9 and you have a 15. The Mercs, depending on what era, the 7.5 and the 9.8 were the same motor less carb. Me, I'd choose the OMC.
