Wet Exhaust/Steam

I have Stainless Marine exhaust with the risers that go all the way through the transom and is wet only at the very ends of the riser. I'm also using the rubber flappers that install on the end of the pipes to keep the water out. It seems like I have a couple of issues going on with these rubber flappers, one being that the amount of water coming out of the risers and hitting those rubber flappers, I believe a little bit of the water is being sucked back up. Two when I'm on the lake and a wave of water hits the back of those rubber flappers and causing them to stay closed for a brief period, I think some water is being sucked back up. I have steam coming out the exhaust. Anyone ever have this problem and what can I do besides change risers over to dry?
I know its not reversion because the cam is way to small.
