Vinyl coating?

Redoing the folding swim ladder on the Cig. It has a vinyl/rubber like coating on it. What do I need to recoat it or should I just paint it?

just an idea, the plastidip stuff seams to be all the rage lately..would that make a decent coating? Probably pretty similar to what was on there originally.
