how are cables measured?

i need to order k plane indicator cables for a boat that never had them. when i order cables is it overall length, threaded end to threaded end or is it the length of the jacketed part of the cable? is there anything i need to do to prevent water from entering the cable? it seems to me its a place for water entry

Mickey, the boat does not have original cable, as mentioned the boat didn’t have K planes before. 97fastech, that’s what I think I need. I will look at it in depth her in a little bit
