Bennett Trim Tabs not working

Hello all,
Ok I have done some research regarding this and have tried all the troubleshooting technique, which are very good. Now here is a weird one. I noticed the trim tabs were not working and tested everything as posted. Motor runs up and down solenoid click on one side. I then pulled the unit and noticed the reservoir was empty. So I figured ok this is a easy one. I poured a about 1/2 quart in the reservoir and hooked everything back up. I tried the tab to have the system bleed itself and heard the motor working. I then noticed the reservoir was empty again. So I poured more ATF fluid again and it ran dry. So I figured it has to be going somewhere. I looked and looked nothing.
Then all of a sudden from the rear of the boat under the out drive where the bell housing meets the hull I see the ATF fluid dripping out.
Is this possible? does anyone know where the hoses are routed on a 252 Formula for the trim tabs.
The hose for the starboard side trim tab exit the motor then there is a fitting that goes behind the wall that the trim motor is mounted on. The port side runs along the back wall then exits the port side to the trim cylinder. I really hope there is a way to get to the hose as I think one maybe leaking or broken.

That's odd. Sure you dont have a hole in the hose outside, that when you hit the switch the fluid is pumped out the hole under pressure and by coincidence is pointed towards the drive??

I will have to pull the actuator assembly off to see if that is where it is leaking. I probably have to remove them both. The leak is definitely happening on the inside part of the transom ("wall"). As I filled the reservoir and motioned the tabs up and down ( which did not move) the fluid was gone from the reservoir. So I filled them up again and noticed that it was seeping slightly from the drive to transom location. So I looked in the bilge to see if one of the line that I can see was leaking and they were fine. But down in the bilge area I saw some fluid. So it has to be in the area of 15, 17, possibly 18 on the actuator.
I am not sure if there is a hollow space between the outside transom and inside transom where the motor is mount to.

I am not sure if the fitting I see is the back of the actuator or if it is a fitting. But it is not leaking on the inside fitting nor is it leaking on the outside, so it is in between these 2 areas on the transom.
