Default regal ventura 8.3 underpowered?

I have a 1993 regal ventura 8.3 its 28' and pretty heavy. Its listed at 5600 dry. Factory power is a 330 hp 7.4l carb motor. Bravo 1 drive and a 14 x17 prop. How fast should it go? Ive used all the calculators. I just think it should move faster.@4000 rpm it'll do 38 mph via gps. Any thoughts or advice? Im going to repower this month so any advice would be great. Im thinking something in the 500 hp range. Thanks im new here.

4000rpm is really low for a 330. Are you able to trim the boat up properly? I would think the boat should run around 50 mph. The 17p prop seems to be about right, but the rpm's seem to be way too low. Is the motor running correctly? firing on all cylinders ect?

I dunno if that would see 50, but you should be able to get a few hundred more RPMS out of it.

Bottom paint? Hours?

The engine will turn up to and past yhe 4400 rpm range limit, but I chose not to so it will last just a bit longer. Motor has its huliccups now and then.

Ok so I pulled the motor last night. Coupler is good. Compression is questionable and 100 +- 10 psi on each cylinder. Im thinking I may just need more power. Prop may need some love it has a few dings in the edges... would a bolt on replacement skeg cause my prop to slip to much?

my boat is about the same and i run a 14 1/4x21 3 blade prop..(maybe 14 1/2X21) cant remember..
i run a 19 when i pull skier or tuber's.
i get high 40's no problem with the 21... that's a big boat that really needs horsepower. same as my boat..
