32 Fever 454 Magnum EFI hard to start

I have a 1997 32 Fever with 454 Magnums. Great shape and under 400 hours. The port motor is hard to crank. Turns over freely but no start. When it does start I have no idle and have to bump the throttle. Then when running everything is good to go.. Idle fine, runs up and holds RPM just like the starboard motor. I am thinking it's fuel related on start up mode only?
Any suggestions would be great.

Does it start with a lil throttle just off idle?? My 99 454 mag mpi did same thing, once it was warm it was fine.
IAC!! Wasnt working right and would not cold start and idle, move throttle just off idle and it would idle high, then once warmed, it would idle again.

I would replace IAC first and run, I am betting thats your problem. Change your regulator after if you like, but I would not change too many things at once as if one fails, your SOL on knowing which caused or helped and if one of them are defective (new) then your back to square one.
