Default 89 Top Gun Fuel filters

My Gun has Racor fuel filters installed before I bought the boat about 18 months ago, I have used the boat but have been doing alot of work to it getting ready for next year. Taking the filters off there was a small amount of aluminum shavings in the bottom of the housing on both filters.I was thinking of tank failure but I don't think that would be in the form of shavings. I was thinking more of a gas pump on a dock pump failure putting these in? Any thoughts..............

Could be from when the tanks were built and they drilled the holes.
