Default Pressure checking manifold,headers

Do you think it is better to check manifolds or headers with just air pressure @15-20 lbs pressure or with them full of water and put 15lbs of air pressure on them.JOHN SR

I put 30lbs of water pressure on them. Checking manifolds. Headers I use air and soapy water.
