I need some assistance identifying a cam. Here’s what I know:

Etched on the end is the following
16-38-11
HR284 25-10
FRONGEAR
CR

And stamped on the shaft: 169516

Here’s a photo of the end.




Is it possible to determine the specs based on this info?
