Bravo gimble ring lower pin removal question

I am in the process of replacing my bravo upper swivel pin using the JR Marine kit. I can not remove the lower pin. Does the lower pin just get knocked out from the top to the bottom? The pin will not budge. I tried heat with no luck. I am soaking it with penetrating oil now. I just want to make sure I am doing it right. I don't want to break anything.
Also do they sell a spacer that replaces the arm the the steering goes to? I installed external hydraulic steering and no longer need the arm.

Not sure about a spacer but you will need something on there. The nut on the swivel shaft above the steering arm determines the up and down clearance of the gimble ring. Should be .002"-.010" when measured at the lower pin between top side of gimble ring and gimble housing mount.
