HELP! New 8.2L with CATs has sand in air valves?

So I was helping my buddy diagnose his boat.
He has a four winns with the new 8.2L EC motor with CATs. He noticed no water coming out of one exhaust (has side exhaust). We took a look and saw that the rubber exhaust hose was burnt right through!
So definitely no water flow through the manifold.
He brings it into a dealer they tell him that he sucked up sand (Has a bravo 3) and that that he scrapped his sea water pump and sand is stuck in the 'air valves' so they need to pull the motor to do this work. Cost estimate is $4200.
There's got to be a better way to do this!
For 4k, he can get rid of CATS and get a whipple tune.
Where are these air valves? In the cats or the water system?
Any help would be greatly appreciated!

I would check the catalyst core and the two O2 sensors making sure they held up or is this what the charges are including in the repair bill ? The cat core sub strake is very expensive and more expensive if you have the first gen exhaust / catalyst (3 drop in cores ) Mercruiser change that design to one cat per exhaust side starting with a new engine serial run.
What model 4 Winns and engine access is non existing or is engine access obtainable ?
What year and engine serine is the 8.2 Cat engine. I am very familiar with OEM CAT engines and very current OEM trained for them as well.

So what are the new parts that they service center whats to replace ? Is the 1 CAT sub strake on the repair estimate and any O2 sensors ? I would think new impleller and impeller housing plus new check valves is on the estimate so what else ?
