Bilge Pump Under Step Don't Run

Discovered there is stale, stinky water sitting under steps going down into the cuddy. How do I get this bilge pump to come on? Also, where does this water come from?
I read somewhere that the shower drain ran into there. I do not see any holes on the bathroom side that would indicate the shower drain. There is a 1 1/2 in hole on the a/c
side. Thought this may be where the a/c condensation drains into.

I figured most of it out. I was going to delete the post but I guess someone else may learn from this. The shower floor drain works fine now. I don't think it has been used for so long, it took awhile for the water to reach the pump in the inlet line and then the pump took off and the shower drained quickly to the out side. I was able to get the water under the step sucked out. I washed and cleaned the little bilge and filled it with water until the pump went on automatically.
But the only thing I did not figure out is where the water under step comes from. Anyone no if it is a/c condensation or something else?
