Trim Tab Pump worn out?

Hello,
I have a set of Dana Marine HP 500 Billet Trim Tabs (the 12"x16" cheap ones that used the Bennett trim pump)
I had an issue with the switch sticking and the pump was left running (not sure how long 24 hours or more). I ended up replacing the switches, the breaker and one of the solenoid and they now go up and down again. However, they seem to work on land fine but in the water they are having problems.
I am wondering of the pump is not putting out the full amount of pressure that it is suppose to. Anyone have any experience with old pumps not pumping enough presure to operate the cylinders at full throttle?
Other suggestions?
